    For nearly three decades, Dawn has dedicated her career to public service; beginning in the nonprofit sector at a human rights organization and then working through the ranks to serve at some of New York City’s largest and most complex city agencies.  Dawn most recently served as the Commissioner of the New York City Department of Citywide Administrative Services (DCAS) – municipal government’s service provider, with a client base of over 320,000 government employees.

    Dawn’s body of impactful work has and continues to be grounded in service and equity.   She created the first community-based hiring model for New York City government, developed career pipeline programs and family-forward policies, effectively managed the utilization of 22 million square feet of city-owned and leased office space, and made New York City greener for its residents and future generations through fleet electrification and the installation of energy efficiency measures across government operations.

    Dawn previously served as a Board Member of the Mayor’s Fund to Advance New York City, where she collaborated with board members and potential funders to advance innovative, evidence-based and scalable initiatives and policies that improve the lives of New Yorkers.  She is also a graduate of Harvard University’s Senior Executives in State and Local Government program, the Milano Graduate School and Baruch College.  She is a certified human resources professional and a member of the Association for Training Development.

    In recognition of her service to New Yorkers and her commitment to equity, Dawn was granted a proclamation by the New York City Council’s Black, Latino and Asian Caucus.

    As a people-centric leader, Dawn will serve as the champion and chief advocate for CUCS, and will focus on enhancing the employee experience for all staff and maintaining strong relationships with external stakeholders.

    Van Yu, M.D., brings more than 20 years of experience in psychiatry to our medical and psychiatric services program Janian Medical Care, P.C. Van joined CUCS in 2007, and he earned his medical degree from the State University of New York at Stony Brook, completing a residency in psychiatry in 1999.  He was an Attending Psychiatrist in the Bellevue Hospital Center Comprehensive Psychiatric Emergency Program for two years before becoming Assistant Director in 2001.  Van is a Clinical Assistant Professor at the New York University School of Medicine and at the State University of New York Downstate Medical Center.

    Abbey Nyamekye has over 20 years of experience with CUCS both in direct service and program oversight roles.  She has 15 years of experience supervising our healthcare programming, most recently in the role of Deputy Chief Program Officer for Janian Medical Care, P.C.  As Chief Administrative Officer Abbey provides oversight to the CUCS Institute and Information Technologies (IT) Department.  She is also the agency lead on community and constituent relations.

    Chief Program Officer

    Adina Barbosa, LCSW brings over 25 years of direct service and management experience to her role of Chief Program Officer. Adina started at CUCS as a Social Worker at the Prince George, supportive housing program in 2000 before moving into a variety of leadership roles, including being the inaugural director of the Christopher supportive housing program in 2004. Prior to becoming the Chief Program officer, Adina was the Deputy Chief Program officer for 14 years where she oversaw a diverse portfolio of programs and led new program initiatives to provide high quality services to improve the lives of New Yorkers. In her role of Chief Program Officer, Adina supervises senior program staff, overseeing the Quality Assurance Department and 33 service programs, having a positive impact on the lives of the most vulnerable New Yorkers.
